The Earth Community
needs to be mindful of the importance of this meeting. At this
stage the agenda is guided by the assumption that the Conference
will focus on the adoption of the package of decisions emanating
from the "Bonn Agreements on the implementation of the
Buenos Aires Plan of Action" of 23 July 2001. This Conference
will be yet another step towards the ratification of the Kyoto
Protocol by the participating parties. In the light of the
recent events in USA it could be that the Kyoto Protocol will
become even less relevant for that country. Australia has an
important role in furthering the process towards global ratification.
This is especially so in the light of our position in the Asia-Pacific
region where many island nations will be highly vulnerable
to increased cyclones and sea-level rise.
We do have an opportunity
to raise our voices about this at the forthcoming CHOGM. There
is a call for CHOGM to maintain support for significant reductions
in greenhouse gas emissions at their meeting in October in
Brisbane. There is a fear that CHOGM, like the Australian Government,
will bow to USA pressure and abandon its previous commitment
to addressing climate change.
